How to Effectively Carry on Art Assets into the Future: Proposals for Legal and Institutional Design for a Collecting Culture

From the standpoint of protecting, increasing Japan's art collection and making the most of it for society, panelists discussed specific measures to increase the value of cultural and artistic assets, including legislation, the development of a full-time conservatorship system for museums, tax reform and the fostering of a culture of collectors, the exchange and rental of works between museums and collections, and the importance of publicizing related archives.

In recent years, it has been pointed out that the economic structure has changed to "From Flow to Stock" In Japan, where the population is decreasing and the population is rapidly aging, it is important to create new value by appropriately evaluating the value of art works and cultural properties as a "Assets" shared by the people and actively utilizing them, and to reinvest the value in culture to build a virtuous circle leading to sustainable development.
Against this backdrop, in 11 last year, the Agency for Cultural Affairs held a symposium "Succession of art assets 'Evaluation' to the next generation - expected role of art museums -" to share awareness of issues such as the importance of utilizing cultural and artistic assets, measures to enhance the value evaluation of assets, and the state of art museums.
In this second session, in order to deepen discussions on specific measures to enhance the value evaluation of cultural and artistic assets, from the perspective of protecting, increasing, and making use of Japanese art collections in society, the participants discussed specific proposals, including legislation, focusing on the importance of the establishment of a full-time museum system for conservationists, tax reforms, fostering collector culture, the exchange and rental of collections between museums and collections, and the disclosure of related archives.
