- 元治元年（1864）10月8日、軍艦奉行勝海舟が神戸海軍操練所の建設を記念して、操練所の敷地内に立てた碑文の稿本。海舟は操練所の開所にあわせて同年5月に軍艦奉行並から軍艦奉行に昇格しています。しかし同年7月、尊皇攘夷派勢力の回復を画策する長州藩によって禁門の変が引き起こされると、10月には神戸海軍操練所のトップにあった軍艦奉行勝海舟がこの事件に関連して罷免され、さらに翌2年3月12日には開所から1年足らずで海軍操練所自体が閉鎖されることになります。海舟は文久から元治期にかけて奥平野村祥福寺の西にあった神戸村庄屋生島四郎太夫の別邸に滞在しており、この碑文稿はその生島家に伝わったものです。碑そのものは操練所が閉鎖された際、幕府の追及を恐れて土中に埋められます。ですが後に掘り起こされて、大正4年（1915）11月に神戸港を見渡せる高台の諏訪山公園に再建され、現在も見ることができます。<br/><br/>【開国・開港】Manuscript inscription erected on October 8, 1864 by Kaishu Katsu, a military officer of warships, on the site of the Kobe Navy Yard to commemorate the construction of the Yard. Kaishu was promoted from the rank of "magistrate of warships" to "magistrate of warships" in May of the same year to coincide with the opening of the drill station. However, in July of the same year, the Choshu clan, planning to regain control of the Emperor's exclusionist movement, triggered the Forbidden Gate Incident, and in October, Kaishu Katsu, the head of the Kobe Navy Yard, was dismissed in connection with this incident. Kaishu stayed at the villa of Shirotayu Ikushima, the headman of Kobe Village, located west of Shofukuji Temple in Okuheirenomura, from Bunkyu to Genji Period, and this inscription manuscript was handed down from the Ikushima family. When the training camp was closed, the monument itself was buried in the ground for fear of being pursued by the Shogunate. It was later dug up and rebuilt in November 1915 in Suwayama Park on a hill overlooking the Port of Kobe, where it can still be seen today. <br/><br/><br/>[Opening of Japan and Port of Kobe
