- 嘉永7年（1854）、ディアナ号に乗ったロシア使節プチャーチンの大坂湾来航は、幕府や諸大名にとっても、朝廷にとっても非常に大きな衝撃でした。特に朝廷が対外的危機感を表明したことで、幕府は京及び大坂湾の警備体制の強化に取り掛かります。以降、大坂湾の防備は朝廷の意向をうかがいながら進められるようになります。本図は安政5 年（1858）に、堺から須磨まで摂津海岸に配された諸大名の警備状況を表したもの。国持ちの外様大藩を中心に配置されており、武庫川から須磨にかけての西摂海岸は長州藩（萩藩・毛利家）が警備した。長州藩による警備は文久3 年（1863）まで続いており、同年、老中格小笠原長行一行が大坂湾防備の強化策を練るために湾内を巡察した際には、同藩が東須磨村に置いた陣屋にも赴いています。<br/><br/>【開国・開港】The arrival of the Russian envoy Puchatins aboard the Diana at Osaka Bay in 1854 came as a great shock to the Shogunate, the feudal lords, and the Imperial Court. In particular, the Imperial Court expressed its sense of crisis, and the Shogunate began to strengthen its security system in Kyoto and Osaka Bay. From then on, Osaka Bay was defended in accordance with the court's wishes. This chart shows the security situation of the various feudal lords assigned to the Settsu coast from Sakai to Suma in 1858. The western Settsu coast from Mukogawa to Suma was guarded by the Choshu clan (Hagi clan and Mori family).
